The arrangement of blocks and ribbons is a toy known as Jacobs Ladder. Amazon has some wooden ones. Educational toy stores may carry it. Get one to use as a template for making the kind you want. The only one I have seen at a magic dealer is one with fans of different colors. Using the Hot Rod method a color is chosen. When the ladder is changed all the fans become the chosen color. This was so many years ago it would be unlikely it is still available.

It is like a Jacob's Ladder but not totally.
It is a pain to make. It is crazy making it as you can get lost yourself. It took me two protypes to get it right.
Be patient and you can do it.
