There are other places which have similar rules to Monaco: In Majorca, for example, an Englishman can buy a bar and make a book for the English, etcetera but no Spanish can place a bet! That is not the law but it is how it works there for those who know.

There's certainly a big difference between a benevolent, government owned casino designed to pad the Royal Treasury (and thus even further reduce taxes on the locals) and the profit hungry casinos in the U.S. that are focused on maximizing return for their shareholders, and who will happily take money from anybody still breathing.

In Monaco, here's no need to encourage locals to gamble in order to extract their cash, and there's no possibility therefore, of those locals being enveloped by potential social ills that can accompany gambling.
If you've ever been, you already know that the Casino in Monaco is shoulder to shoulder with tourists the entire time the doors are open, so it's not like they actually need any local customers.

Its the same in Korea... Only tourists can gamble at the casinos however there is one casino where locals are allowed to gamble..

It reminds me of the scene in the Rounders movie, where boys in the casino game stop playing against one another and work together to get the tourist's money.

I think if one sets up a casino in a small place like Monaco and lets the citizens play, it is a mathematical certainty that the casino will end up sending everybody skint and owning the place.

Hi folks. About working at the Casino, it's quite the opposite: just the people resident in Monaco can work there. Until a couple of years ago, was possible to apply for the job, but with zero chance to get it. And been there many time, I've seen many residents play at the tables.
