I have enjoyed watching many of the magicians named in the various posts to this topic. However, the first comedy magician I saw was Roy Benson, and if he were still alive today I think he could hold his own with those named already. Sometime during the 60's, towards the end of his career, I saw Roy perform in the Catskills. His psychiatrist routine was a very funny, and way ahead of its time, stand-up (actually lie-down) comedy set. His billiard ball and salt pour were strong pieces of magic and had built in comedy.

I can't say there is one identifiable best, but there are certainly those who at the top tier and for that I'd pretty well go along with korttihai_82's list

There are a lot of magicians with funny acts.
However there are not a lot of truly funny magicians.
David Williamson is a funny magician.
His is very quick witted and uses his improv skills to find comedy in almost any situation.
He is the Jonathan Winters of magic.
