Once upon a time, the British in India, concerned about the number of venomous cobras there, offered a bounty for every dead cobra. The enterprising Indians then started breeding cobras and cashing them in. When the British found out they stopped paying, so the cobra breeders released all the worthless cobras they had and then there were more cobras in India than before. This snake charming story might be fashioned into patter and used in a cobra act, as opposed to a dove act.

Suppose we used our apparent ability to magically transform one playing to another which had the unintended consequences of changing reality itself.

Upon realising what we had done we might then apologise to the crowd and show them what had occurred, one way or another.

Whilst the intended effect of the spell ought to be as clear as day, the unintended consequences of the spell can be something of the night. In effect, the unintended consequences can be discovered after the climax and can come as a complete surprise to the magician. While there is nothing new about this idea, I do not recall anybody here ever mentioning the unintended consequences of magic. This idea is not the same as telling the crowd that one accidentally created a time machine while trying to fix one's pocket watch, but that is a similar idea perhaps.

"Hi all,

I'm currently creating a world where there was a magical fallout. To simplify, the magical force within the world is extremely unstable. Those who have trained their whole lives in the magical arts are now scared of their own craft. To make things worse, famine and plague are spreading far and wide throughout the world. Plague, which could be cured by magical healing is rampant in many parts. Agriculture, which could be aided by magic, is failing.

My question to you fine people, What penalties can I enact on players who want to play magic using classes, without being unreasonable?

Also, I would appreciate any general tips in making this world setting something gritty, yet fun and engaging."
