Before I apply, Do they have the permision of the authors, publishers before they post the books?

Good question, and it's heartening to see people concerned about such things, in an age when copyright laws are violated on the internet all the time.

In the specific case of The Learned Pig, though, there's nothing to worry about. All the books have been in the public domain for years. There are no authors (long since passed) and there are no publishers to get permission from, even if they were legally required to do so, which they are not.

In fact, not only does the site appear to respect copyright, but they link to a page that tells you how long copyright lasts on books published in different eras.
