Different.
Out of This World is the separation of red and black cards by a spectator through a deal, without seeing their faces.
Oil and Water is separating the cards seemingly without any natural agency.

More like intuitive separation of cards(some secret power aiding unknowingly).
Oil & Water
However the cards are mixed, magically they separate as if they were Oil & Water.

Out of this world plot is about the spectator being able to separate red and black cards withour looking at the cards.

Oil and water is where the red and black cards are magically separated.

Out of this world can be presented as a demonstration of mentalism in my opinion.

If you know road runner you can do both oil and water and out of this world with that one move.

The late great Aldo Colombini called himself a "collector of Oil and Water routines." The O&W routine I perform is called Italian Dressing from his book "What's Up Deck?" Here is a link to the e-book. (I don't think that the physical book is in print anymore). https://www.lybrary.com/whats-up-deck-p-274397.html

Anyhow, there are a couple of O&W routines in the book and Italian Dressing for me works VERY well in my performances. The third phase in which the separation occurs face-up is a thing of magical beauty.

I believed that the effect on both is the same (colour separation), but the phenomenon that each one has is very different. While OOTW is a control over the chaos on OAW is a physic law that you’re trying to probe or copycat.
With that on your mind, you could understand that effects are limited, but phenomenon are limitless
This is fictional thinking or point of view

I agree
Out of this world is way cooler of an effect just because it happens in a spectator’s hand and is seemingly their choice while in oil and water the spectators would know that the magician does some sleight.
