Check out opensourcecms.com for links and demos of many free, open source, content management systems. One I like is CMS Made Simple. If you want to build from scratch, this tool is great (I use it every day): NoteTab. Get the Pro version. PM me if you have questions about any of these.

Great seo friendly web builders are not free, in my opinion. But the one I'd recommend is a "human powered" seo engine and designer: Ade, with Monster Creations.

Scott: I agree. Ade does nice work and understands that stuff. I studied and do all my own SEO and have done amazingly well with it. I just read a lot and researched even more and spent the past year or so doing SEO on my site and such. Still much more to do and it is a constant part of my marketing to go back and redo it every so often.

I agree with you. I'm trying to open a new business and want to see how it goes before I invest. I decided to go with wordpress but currently couldn't find a good ( free:) ) theme with a dropdown menu..
