I'm guessing there is more to this than a simple academic question.
To send money to China via PayPal is the same process as sending money anywhere else. The recipient will need to have a PayPal account to get the money and PayPal will take their commission. Once the rest of the money is credited to the recipient they will need to transfer the money to their account by using PayPal's normal processes. If the intended recipient does not have a PayPal account it could take 3-4 weeks for them to get the money.
