Yeah he is in canada. the only place near where I live is a boat that goes into internation water sooooooooo I would bet there are not many rules.

Of course but for a dealer I doubt there would be any since theres not really a country to set guide lines

If your a casino employee, that is someone being paid by the casino to deal, here in England, you do need a licence to deal in the casino. The licence stops you doing a lot of things, like gambling in the casino and dealing in unlicensed premises etc. However more or less any one here can deal “poker” and work for tips in a casino. This often happens now and the casinos like it as they pay no wages to such dealers.

You can of course earn money dealing in private games working for tips. The bigger the game the more you are likely to make. In high stakes private poker a dealer can make grands in tips in a night. Even dealing in small games you make a reasonable amount.

There are such things as unlicensed casino’s that are perfectly legal who employ unlicensed dealers and they all over the world. They are on cruise ships. Never mind just poker as you deal any game on them.

One of my dealers works all over the world dealing poker: New York, Paris, Mote Carlo etc and deals on cruise ships going there and back.
She has no licence and when she is not globe trotting she deals in my game or the casino’s for tips. My game is illegal in the sense I charge session. Nevertheless, I do not think the dealers at my game can be said to be breaking any law I know of.

I think you misunderstood me sodman... everyone needs a licence, I was talking about certificates upon completing table game training... the certificates you get after finishing your BJ course is not required... only your skills that you aquired in the course.... sorry for all the confusion..

Often, cruise ships follow the laws of the country in which they're registered. Thus, a US ship will follow the laws of the US (and often the state in which they're registered).

You don't think murder becomes legal just because it occurs in international waters and there is seemingly no jurisdiction for any particular country do you? Of course not. The gambling laws work the same way in theory, though they may not be as strictly enforced as violent crime and theft laws are.

Hi Jason, I used to also work for Carnival and Royal Carribean and as far as laws, the casino is only open when in international waters... Once its in a countries jurisdiction, the casino closes...

Like the airlines, U.S. cruiseships faced strong competition from foreign carriers in the 1990s. Anti-gambling fervor in the 1950s had resulted in federal laws making it a crime for U.S. flagships to even carry slot machines. Ships sailing under the flags of foreign nations were exempt and would open their casinos as soon as they reached international waters. The situation got so bad that by 1990 there were only three U.S. flagged cruiseships in the world, sailing between the ports of Hawaii.

Congress reacted by passing the United States-Flag Cruise Ship Competitiveness Act of 1991. The aim, and the result, was a level playing field on the high seas. American and foreign operators now operate under the same rules, with gambling usually allowed once the ship leaves U.S. territorial waters.
