How or where can I learn to angel a card on my finger tips. From what I hear this is what's it called when a playing card sticks to the tip of your finger while doing cardistry

That is indeed called Angel, and it's Bone Ho's move. Really, your thumbs have to be somewhat tacky to get the card to stick. Fogging it helps. Andrei Jikh teaches the move in Genesis, but I'm not sure if he covers tips.
