After a lot of trial and error, I think I came up with a pretty good way to make quasi-dissolvable packets of snow or slush powder that can be transported and manipulated with ease. I tried it with the tissue paper that can be bought in rolls for the holiday season. The paper disolves in seconds. Thanks for this idea. I am replacing my old method with this one.
