Does anyone from the UK know of any online sites that sell RS?

Just go to any hobby shop and purchase some "Testor's Dull Cote".

A cheap alternative is spraypaint- "clear laquer spray", in south africa the brand is aerolak. It works pretty well, but does lose its properties after a while. spray a light coat, let it dry very thoroughly, test for the desired effect, respray if needed.

There are several art store type spray finishes for coating fine artwork or craft works that will do the job.
Look for Photo Preservative MATTE finish of just about any brand. The clear matte finish is perfect for R/S with Testor's Dullkote being the smallest can I know of and Krylon, Clear Matte Finish being one of the large ones.
The small can will do about 4 to 5 decks and the large cans will do 20 or more.
I don't recommend using clear lacquer as it does dissolve the ink on playing cards instantly. The moment it touches the ink, the ink puddles. It takes a lot more for the carrier in enamel spray paints to do that. Hence, advice here is needed.
Always spray thick coats by a quick spray cover applied many times allowing each thin layer to dry between coats.

You can use the paint coating spray as the alternative. you can find it in any paint shop or hardware shop
I've use it for all of my rs effect
