Got it!

It is called "Under Route," by Hiro Sakai, from his lecture notes, "Hiro Sakai Lecture in Taiwan, August 1995."

Also published as "Shigeru Sugawara a la Hiro," in "Tekai Prize a la Hiro" (The 1994 Issue Tenkai Prize Committee).

The very visual "Tokyo Penetration," by Hiroyuki Sakai, uses a bill and a card with a diamond-shaped cut. Genii Magazine - December, 1987. (Page 390)
