Yes, both of these work in the exact same way.
Back when Caesar's Magical Empire was still open, they used to have heads like this in the restrooms that would appear in the mirror, and apparently follow you around. |

On ebay someone is selling something similar with a picture of Houdini. I think that only the eyes move in that one though. Cool stuff.

You can easily make your own -- just get a halloween mask, paint the inside yellow, surround it by black cloth and backlight it. I made mine with a George Bush mask about 6 years ago and put it out every Halloween -- freaky.

I guess you have to see it in person to experience the illusion right? I tried moving around while looking at the picture...but nothing happened

A freind of mine told me back in the 60's or 70's he was at Disney World with some group of people. The non/moving head was shown to his group. Disney World offered $10,000 to whoever could figure it out. When the employees took the group to a different room, my friend stayed in the same room with the non/moving head. He went behind the crossing to see it up close secretly. Some employess entered the room and caught him. They warned him if anyone discovers the secret, he will have to pay for it. They also made him leave.

Now adays kids can have tours of the huanted mansion and they freely show how that illusion, pepper's ghost and other illusions in HM work.
